It was the establishment of the Department of Science and Technology (DST) in 1971 that started the journey and played a significant role in providing a dedicated focus on research and innovation in the field of science. The formation of DST helped centralize efforts to promote scientific research, technology development, and innovation in the country. It provided a platform for formulating policies, coordinating research initiatives, and providing financial support to researchers and institutions. The creation of DST brought about a renewed impetus to research and innovation, contributing to the growth and advancement of science and technology in India.

The formation of SERB (Science and Engineering Research Board) in 2009 was driven by the need for a specialized body that focuses specifically on promoting and supporting research in the fields of science and engineering. While the Department of Science and Technology (DST) existed before SERB, the establishment of SERB addressed certain specific requirements and objectives. 

SERB was created to provide a dedicated platform for funding and supporting high-quality research projects in Science and Engineering disciplines. It aims to identify and nurture scientific talent, encourage innovative research, and enhance research infrastructure in the country. SERB operates as an independent body under DST, with its own funding mechanisms, evaluation processes, and programs tailored specifically to support scientific research in basic Sciences, Engineering, and applied sciences.

By having a separate entity like SERB, the Indian government recognized the importance of fostering research excellence in science and engineering fields and aimed to provide a more focused and streamlined approach to support researchers in these domains. Both DST and SERB enable a comprehensive and holistic approach to promoting research and innovation across a wide range of scientific disciplines in India.

The present modern AVATAR of SERB is National Research Foundation(NRF). It is formulated to foster collaboration among various institutions, industries, and the government.
